New York State is as varied as it is large.  The difference between upstate farmland and downstate metropolis seems comparable to the difference between Wyoming and Chicago.

So why is all of New York being subject to the exact same PAUSE?  Why aren’t different regions being assessed in different ways?  If rural counties have far fewer COVID-19 cases, couldn’t their rules be somewhat relaxed?

If regional assessment works for our nation, couldn’t it also work within states?
