What about breathability?

Airlines know that breathability is fundamental to any human endeavor.  Before take-off, they remind passengers to activate their own air-supply first, before attempting to help others.

Although masks limit the free flow of COVID-19, they also limit the free flow of healthful air.  Even the silkiest of masks constrict users to breathing in cumulative quantities of stale exhalations.  At the same time, the supply of incoming fresh air is also being hampered.  Multiply this by hours per day, and that’s a whole lot of compromise.

It therefore seems essential that citizens be allowed to inhale fresh air for at least part of the day.  Insisting that people cannot even step outside without wearing a mask seems like (literal) overkill.  If a walker, biker, etc. is maintaining social distance, then plenty of outdoor activity can be healthfully engaged in while breathing freely.
