Martian laws: Short and hopefully sweet

It’s tough enough to   establish a human colony
on Mars, let alone an enduring one.  In order to
ensure long-term survival, a successful government must be created.

Elon Musk is hard at work on all these goals.  He compares “an early Martian community to a fledgling United States in the late 18th century,” and envisions a government “wherein laws would be short and the democratic system would be immediate.”

What, no electoral college?  Does this mean that the majority of popular votes would actually decide an election?  How positively quaint!

And what does it mean that laws would be short?  Musk doesn't exactly say.  What he does say is that "long laws" are suspect.  This hopefully implies that short laws are sweet.
